Iran Takes Major Step Toward Smarter Water Management in Agriculture

In a significant development for Iran's agricultural sector, the Ministry of Agriculture and the Ministry of Energy are moving to connect their data systems in a bid to better manage the country's increasingly scarce water resources.

The initiative, which has been under discussion for approximately two years, will for the first time allow direct data sharing between agricultural production information and water resource records. Officials hope this integration will enable more precise calculation of water consumption per farmer and support better policymaking in the agricultural sector.

Amir Hedayati, Director General of the Agricultural Water Affairs Office at the Ministry of Agriculture, described the project as a game-changer for water productivity. "With the creation of this shared platform, for the first time, direct connectivity between water resource data and agricultural production information and cropping patterns will be made possible," he said in an interview with IRNA.

How the System Will Work

The first phase of the project involves connecting the SAMAB system of the Ministry of Energy, which holds basic water resource data, with the agricultural production zoning system of the Ministry of Agriculture, which contains information on agricultural operators. This will allow authorities to match farmers' information with records of those holding water extraction permits.

In later stages, other Ministry of Agriculture systems, including the "My Farm" platform, will be integrated with relevant Ministry of Energy systems, expanding the scope of data exchange.

Hedayati noted that while the Ministry of Agriculture has long maintained comprehensive and up-to-date systems covering operator information, cultivation, production and cropping patterns, a critical gap remained: direct access to water resource data. This prevented simultaneous analysis of production volumes and water consumption.

Currently, agricultural production information is recorded and monitored in the ministry's systems, while the Ministry of Energy holds data on water resources and extraction volumes from various plains across the country. By connecting these datasets, officials will be able to calculate production volume in proportion to the water consumed by each operator.

Progress and Next Steps

The project has advanced through two meetings of the Coordination Council of Deputies of the two ministries, followed by the formation of a joint working group comprising managers and technical experts. This group has held numerous sessions to prepare the technical and legal infrastructure required for the integration.

According to Hedayati, a significant portion of the legal processes has been completed in accordance with laws governing data exchange between executive bodies. Over the past month, trial data exchange between the two ministries has been successfully recorded.

Data exchange documents between the ministries have been prepared and exchanged, and officials have agreed that by next week any remaining technical challenges will be addressed so that the shared data exchange infrastructure can be made ready for trial operation.

Iran faces mounting water scarcity challenges, with agriculture consuming a substantial portion of the country's water resources. Inefficient water use and lack of precise data on consumption patterns have long been identified as major obstacles to sustainable agricultural development.

This data integration project represents a practical step toward addressing those challenges. By linking production data with water consumption records, policymakers will gain a clearer picture of water usage patterns across different regions and crops, enabling more targeted interventions and better-informed decisions.

The initiative aligns with broader efforts to modernise Iran's agricultural sector and promote more sustainable resource management.

As climate change continues to put pressure on water supplies, such data-driven approaches are likely to become increasingly important for maintaining food security and supporting rural livelihoods.

For farmers, the system could eventually provide clearer guidance on water allocation and encourage more efficient usage practices. However, officials have emphasised that the immediate focus remains on establishing the technical infrastructure and legal framework for data exchange, with operational benefits expected to follow once the system is fully functional.
